A board of five commissioners, elected by the residents of the district, serves as the governing body for the Otter Rock Water District. They serve without compensation.

Board members are elected to four year terms. Terms are staggered so that every two years either two or three terms expire.

After each election, the newly constituted board decides which members shall fill the roles of president, vice president, treasurer and secretary.
